The decision about whether or not a ministry location will be designated as appropriate for the exercise of the ministry of pastor is a decision of the Presbytery. However congregations and agencies need to have an idea of what would be appropriate as  they in fact make an informal assessment, initially, when they decide to develop a position.

Essentially you should be guided by regulation 2.14.2 and within this Synod's understanding of specified ministry this would mean in practice that the positions which are appropriate for the exercise of the ministry of pastor will be those which are predominantly ones of Pastoral Leadership.

Examples of positions that would normally fall into this category are those which have in the past been filled by youth workers, lay pastors, pastoral leaders, mission and ministry consultants, Presbytery officers and, chaplains.These can be paid or voluntary.

Positions such as Religious Education (RE) teachers including most Special Religious Education (SRE) teachers, hospital visitors, family support workers, community support workers, and worship leaders would not come under the regulations for the ministry of Pastor.
